What Is a CEIR? National Device Registries and How They Interlock

How device registries are built from the individual operator up to the national level and what role the CEIR plays.
CEIR stands for Central Equipment Identity Register. The term comes up more and more often when dealing with stolen or blocked devices. A CEIR is not a single worldwide database but typically an instance at national level that pools information from several operators within a country. To understand what a CEIR does, it helps to look at the layer beneath it: the EIR at the individual operator.
Every mobile operator maintains an Equipment Identity Register, or EIR for short. It is described in the 3GPP standards and roughly sorts IMEIs into three lists: a white list for allowed devices, a grey list for monitored devices and a black list for blocked devices. When a device registers on the network, the operator can use the EIR to decide whether it is admitted, merely logged or refused. However, the EIR initially only takes effect within that operator's own network.
This is exactly where the CEIR comes in. It collects the blocking information of a country's individual operators and makes it available to all participating networks. Without this pooling, a device reported as stolen could simply move to the next provider and keep working there. With a national CEIR, a block registered at one operator becomes effective for all connected networks in the same country. The structure, operator and binding force of a CEIR, however, differ considerably from country to country.
Beyond national borders, the GSMA's global IMEI database comes into play. National registries can exchange blocking information with this global layer, so that a device blocked in one country also shows up in other participating countries. In practice this exchange is not seamless: not every country runs a CEIR, not every operator feeds in all data, and timeliness varies. A clean result on one network therefore does not automatically mean a clean result everywhere.
The main purpose of a CEIR is to make the continued use of stolen or lost devices unattractive by blocking their IMEI across networks. Some countries additionally use CEIR structures to detect devices without valid type approval or with suspicious IMEIs. For the used-device trade, the existence of such registries is one more reason to check the IMEI before buying and reselling, rather than relying solely on the visual condition or the previous owner's statements.
An important insight follows for practice: the blocking status of an IMEI varies by region and over time. A device may be blocked in its country of origin but unremarkable in the destination country, or the other way around. That is why a check drawing on the broadest possible data sources is more meaningful than a purely local query. Anyone trading internationally should document the time of the check, because the status can change afterwards, for instance when a theft is only reported later.
In summary, EIR, CEIR and the global GSMA database form a hierarchy: the EIR decides within the individual network, the CEIR pools nationally, and the global layer enables cross-border matching. No building block is complete on its own, and participation is uneven worldwide. For checking and trading this means the IMEI query is a powerful tool, but its significance depends on how many of these layers it reaches and how current the underlying data is.
