The global blacklist system is a cooperative effort between carriers, manufacturers, and law enforcement agencies worldwide. When a device is reported stolen, the carrier adds its IMEI to their national blacklist. This information is then shared with the GSMA's central IMEI Database (formerly known as the Central Equipment Identity Register).
The GSMA IMEI Database contains over 1 billion records and is used by more than 200 mobile operators across 150+ countries. When you try to activate a blacklisted device on any participating network, it will be rejected. This makes the blacklist an effective deterrent against phone theft.
However, the system has gaps. Not all countries participate equally, and some smaller carriers may not share data.
